Clemens found a bug introduced by issue1082 ( https://github.com/aibasel/downward/commit/54e866946968b2bfbc54a55415f86757631ff129 ).
This is similar to issue1173, which lead to a bug-fix-release.
The bug is that EHC calls the constructor of the TieBreakingOpenListFactory with the wrong parameter order.
`pref_only` is swapped with `unsafte_pruning`.
The PR is tiny.
An internal call to the constructor of TieBreakingOpenList also happens in `create_astar_open_list_factory_and_f_eval`, but there both values are false anyway.
I also asked the LLM Agent Codex to look at the commit from issue1082 to find mixed-up parameters like this. It did only find the one of issue1173 but not the one in EHC (only after telling it to specifically look at the ehc AND the tiebreakingopenlist code).
